NASA seeks proposals on low-Earth orbit ferry

NASA is seeking proposals to continue development of rockets, spacecraft and other systems that might ferry astronauts to and from low-Earth orbit, forming the basis for a commercial industry. The agency said it hopes to have $200 million to spend on the development effort, pending approval by Congress. The deadline for submitting proposals is Dec. 13.
